Starting SY 2025-2026, all HIDOE schools are required to implement a prevention-oriented child sexual abuse program. This program will focus on providing information to parents/legal guardians, training for school personnel, and instruction to students. The student instruction component will be provided to all students in K-12 on an annual basis. The prevention-oriented and developmentally-appropriate instructional content must address:
  1. bodily autonomy (e.g., body awareness and safety, consent, boundaries),
  2. recognizing and reporting sexual abuse, and
  3. accessible resources (e.g., trusted adults, community resources).
We have selected the Second Step Child Protection Unit as our core curriculum. The Second Step program is a high-quality, research-based curricular program, focused on protecting children from abuse and teaching self-advocacy skills. The curriculum is aligned with Hawai‘i’s Health Education standards and has been reviewed using criteria from the Center for Disease Control and Prevention’s (CDC) Health Education Curriculum Analysis Tool (HECAT), the CDC’s Characteristics of an Effective Health Education Curriculum, and the National Sex Education Standards.
